Tempo is time in general — how much time you have — and it's also the word for weather. Volta is a specific instance or occurrence, as in "the first time" or "one more time". English uses "time" for both, which is why this pair trips learners up.
Both translate as "moment". Attimo turns up constantly in everyday speech, especially when asking someone to wait a second, while momento is equally common but tends to feel more general or slightly more formal.
